Statement of Changes to the UK Immigration Rules

UKVI issued a Statement of Changes on 14 October 2025. Include below an overview of the main changes taking effect now, later this year and early next year.

High Potential Individual – 04 November 2025

The number of applications submitted under this route has been capped at 8,000 applications per year, inclusive of applications for entry clearance and permission to stay. The allocation year runs from 01 November – 31 October each year.

The route is being expanded to include more eligible institutions.

Global Talent – 11 November 2025

For applicants applying in the architecture field, the Rules have been expanded to allow individuals to rely on work as an individual or, as a named member of a group or, as a contributor, by way of evidence in support of their application.

English language requirements for Skilled Worker, High Potential Individual and Scale-up route – 08 January 2026

The English language requirement is increasing from B1 Level to B2 Level on CEFR (Common European Framework of Reference for Languages) for applicants seeking an initial grant of leave from 08 January 2026.

For applicants who have already obtained permission on the route, and were required to meet B1 level, they will continue to be subject to the same B1 requirement for extension applications submitted on the same route.

Graduate route – 01 January 2027

The duration of stay for graduate applications submitted on the basis of successful completion of a UK bachelor’s degree, master’s degree, or other relevant qualification will be reduced from 2 years to 18 months. This change will apply to applications submitted on or after 01 January 2027.

PhD graduates will continue to be eligible for a period of permission of 3 years.

Introduction of visit visa requirements for Botswana – 14 October 2025

According to UKVI records, there has been a high number of nationals of Botswana who have entered the UK for purposes which are not permitted under the Rules for visit visas, the most notable purpose being to claim asylum. Transitional arrangements are in place for nationals of Botswana who hold a confirmed travel booking that was made prior to the introduction of the visa requirement.
