Poland: Digitisation of procedures for legalisation of stay of foreigners

In 2026 the government of Poland has plans to require residence permit applications to be submitted electronically.  Although awaiting the President’s signature, a law has initially been passed through Parliament for these changes.

A date has not yet been set for the launch of the dedicated residence permit application portal, called Moduł Obsługi Case (MOS).

What will this mean?

Applicants will not have to book a date to submit an application or wait in lengthy queues.  They will be able to save and return to partially completed applications within the portal as necessary.  Access to the MOS portal will be free.   Users will be able to submit an application themselves, should they wish to do so.  The only costs incurred are the stamp duty when submitting the application (in the amount depending on the type of permit) and the fee for issuing a residence card (100 PLN).

After the application is verified and approved by an employee of the provincial office, applicants will be able to download and print from the system, a certificate of application for a residence permit in Poland, which will replace the current stamp in the passport.

Applicants will be called to the provincial office to submit fingerprints and a signature template.  Those issued a positive decision granting a residence permit will receive information from the voivodeship office about collecting the residence card.
