Hong Kong Expands Talent List

In our Spotlight on APAC series, we round up the latest developments across the region. In this post, we focus on the updates for the Talent List announced by the Hong Kong government.

Effective 1 March 2025, the Talent List now includes a total of 60 professions, with the addition of nine new professions across various industries, including Financial Services, Innovation and Technology, Legal and Dispute Resolution Services, and Aviation and Shipping. Other sectors represented in the list include Business Support, Creative Industries, Arts and Culture, Performing Arts, Development and Construction, and Environmental Technology Services.

Originally introduced in 2018 to address labor shortages in specific industries, the Talent List expansion aims to facilitate the employment of more foreign professionals in Hong Kong. Eligible candidates can apply for relevant roles through visa schemes such as the Quality Migrant Admission Scheme (QMAS), the General Employment Policy (GEP), and the Admission Scheme for Mainland Talents and Professionals (ASMTP). Notably, employers are no longer required to provide supporting documentation to justify difficulties in hiring local talent, significantly streamlining the application process.

Additionally, the QMAS underwent a revamp in November 2024, establishing a more streamlined assessment process and relaxed eligibility requirements. Special consideration is now given to applicants applying for professions listed on the Talent List.

Further updates have also been made to the Top Talent Pass Scheme (TTPS). The list of eligible universities has been expanded, and applicants can now submit renewal applications three months before expiration, instead of the previous four-week window.
