Russian Work Permit Quota for 2010 / 2011
Russian employers are required to apply for work permit allocations at least 12 months before the date of hiring foreign employees. Under the current Russian guidelines, Russian employers must submit their 2011 work permit allocation applications by 1 May 2010.
As the Russian authorities appreciate that companies may encounter an unforeseen need for additional foreign workers, subsequent applications for extra quota allocations are permitted.
Recognizing the process of hiring foreign workers can be cumbersome and time consuming, in particular for newly established companies, the Russian authorities have waived the quota allocation requirement for the following positions:
1. General director of joint-stock company
2. General director of association
3. General director of enterprise
4. General director or general directorate
5. General director of inter-branch scientific and technical complex
6. General director of production association
7. Department director
8. Branch director (manager)
9. Factory director
10. Director of economics
11. Director of representative office
12. Director (head, authorized representative) of management board
13. Director (head, executive manager) of enterprise
14. Company director
15. Director of corporation
16. Information protection engineer
17. Production processes automation and mechanization engineer
18. President of Association (corporation, socio-economic organization etc)
19. Chairman of the Board
20. Deputy Chairman of the Board
All work permits under the waiver must be obtained by 31 December 2010.
Clients are therefore advised to submit quota free work permit applications as soon as possible and no later than 30 September as the process can take up to 3 months to be complete.
